A strategy game set in the fractured Roman Empire after 192 AD, in which the player governs a province and works to restore the empire through statecraft, diplomacy and conquest.

Restitutor: Empire Restored is a strategy game set in the aftermath of the death of Commodus in 192 AD, when the Roman Empire has broken into rival provinces. The player takes the role of a governor, choosing a province to lead and attempting to reunify the empire. Provinces and map tiles are based on real Roman regions and historical geography, and major events are drawn from the historical record, including the Year of the Five Emperors, the Tetrarchy, and the Edicts of Milan and Thessalonica. These events provide the setting, while the player’s decisions determine how a given run plays out.

The core mechanics involve strengthening administration, developing the economy and raising an army, alongside researching technologies that unlock new buildings, policies and strategic options. Diplomacy includes forming alliances and defence pacts, turning rivals into client states, or using covert actions against enemies. A mission system offers guidance towards restoration without dictating a fixed path. Micromanagement is abstracted away: there is no unit shuffling or manual battle control, and wars are resolved through preparation, planning and an element of chance.

The game is structured around repeated runs. Each run earns Legacy based on progress made towards restoring the empire, and this Legacy makes subsequent runs faster and stronger. The visual style is minimalist, and the developer states that the game is designed to run on a wide range of hardware, from low-end machines to more powerful systems.
